Hydropower is an important part of energy resources in China. With the change of energy-resource structure and the sustainable development of economic technology, vigorously developing the use of hydropower is essential on the path to realize China’s sustainable development. Unified management of step hydropower stations in the basin can lower the workload of the operation and maintenance of step hydropower stations, improve the utilization efficiency of water energy, realize sustainable development and create more social benefit and economic benefit. Besides, reservoir optimal dispatching rules of step basin hydropower stations are important means to achieve optimal scheduling. And they are formulated by comprehensive considering hydrologic condition, reservoir constraint and hydro-electric-power relation among reservoir of each hydropower station. According to the technical means of runoff regulation theory, hydropower calculation method, etc., the study on the optimal scheduling of hydropower station reservoir based on historical runoff process has great significance for formulating operational rules.To begin with, this paper performed discussions in the aspects of whole system’s power balance, regional power balance, power balance considering the uncertainty factors. A calculation example aiming at the balance of electric power and energy was given, and the balance of electric power and energy in Sichuan Province in 2011 was analyzed. The results show that the hydropower in Sichuan Province is abundant, and the research on optimal scheduling of step hydropower stations in the basin plays an important role in the balance, safety, stability and economical operation of the electric power and energy of Sichuan grid.Subsequently, based on the basic requirements of the long-term reservoir operation mode optimization, considering the characteristics of river basin flood and runoff, the chaotic time series was adopted to perform the long term prediction of the annual runoffs future development trend. Also, the monthly runoff series was short-term forecasted by combining nearest neighbor bootstrapping regressive model with Kalman filtering to obtain satisfactory results. On these bases, this paper performed systematic study for the joint optimal scheduling problem of cascade hydropower stations in Xixi River Basin of Sichuan Province by tightly combining the corresponding actual engineering. By the analysis on the variation rules of reservoir runoff, the optimal scheduling model of cascade hydropower station was set up. And the particle swarm optimization algorithm was adopted to perform optimization of the model.Finally, the object oriented programming technology was applied to solve the short term scheduling optimal operation model of cascade hydropower stations. Based on the platform of QT, a power system aided planning software which reflects the object of this study has been designed and developed. The software has a good user interface and data visualization capabilities. It can not only perform the electric quantity balance calculation, but carry out optimization calculation according to different reservoir starting level and daily natural inflow, which can be used to guide the actual operation.
