The human-water relationship has emerged from the human existence, which is very close and complicated through the interaction and constraint between human and water. The function of water on resource, environment, and ecology determine that the life of activities of human can’t be separated from the use of water. In the meantime, all kinds of water problems emerge in endlessly because of the feedback effect of water, such as water resource deficiency, flood disaster, environment deterioration, which let the human struggle to cope with. In order to solve the problems of water resource and their adverse consequences, and prevent the deterioration of the relationship between human and water, the world began to reexamine how to get along with water, and the study on the human-water relationship received sufficient attention and became a frontier and hot issue of the international community. Then, it is necessary to explain the intrinsic mechanism of the interaction between human and water, and quantitatively identify which are key factors affecting the harmony degree changes of human – water relationship in the human-water system, and which is dominated party in the interaction between human and water, which is an efficient way to deeply understand and scientific regulate the human-water relationship.Based on the study, analysis and summary of previous research, the problem demanding prompt solution in harmony research of human – water relationship at home and abroad was discriminated. The necessity to quantitatively identify is elaborated when human establish various harmonious relationship, and then the concept and connotation of “Harmony Identification” was put forward, and the system framework of harmony identification method and application was established. With human-water relationship as the research object, the application process of harmony identification method in human-water relationship was illustrated. As an example, Henan province was finally instantiated analyzed, and the results provide a direction and guidance for improving regional water and human relationship. The main contents include the following aspects:(1) The human-water harmony was explored. The structure and characteristic of human-water relationship was analyzed on the basis of system theory, and the harmony relationship between human and water was viewed from dialectical materialism. The paper pointed out that “human-water harmony is not to deny and eliminate contradictions between human and water, but under the premise of admitting the existence of contradictions and differences between human and water, the mutual adaptation and coevolution between human and water should be pursued”, and consider that human-water harmony should be discussed from macro, meso and micro three levels.(2) The interacting mechanism of human-water relationship and genetic analysis of disharmonious problems in human-water relationship. The effect of human on water was divided into direct and indirect action, and the effect of water on human was divided into inherent influence and feedback effect, thus the internal mechanism of formation and development of human-water relationship, and the causality of disharmonious problems existing in human-water relationship was analyzed through comprehensive considerate the characteristics of the water system and the development model of the human system.(3) Harmony identification methods and its application examples. The concept and connotation of “Harmony Identification” was put forward, harmony identification methods were summarized from both modeling methods and non-modeling methods on basis of the analysis of harmony problems, and the system framework of harmony identification methods and applications was established. A variety of identification methods were chosen and applied to human-water relationship, and the application in human-water harmony regulation of harmony identification methods was discussed.(4) Quantitative assessment of human-water relationship in Henan province. Based on the functions of water and development requests of human, the harmony quantitative index system reflecting the province’s human-water relationship was selected from water quantity, water quality, ecological environment, society, economy, and technology, and the harmony degrees of human-water relationship in 18 provincial cities were assess evaluated through the method for single index quantification and multiple indexes integration(referred to as SI-MI). Of which, the weights of these indexes were calculated using entropy-weight and analytic hierarchy process method.(5) Harmony identification of human-water relationship in Henan province. Based on the harmony identification method and its application research system framework of the human-water relationship and the actual situation in Henan province, On the one hand, from the overall perspective of the human-water relationship, the key factors and dominated party was quantitative identified. On the other hand, the agriculture water security in the process of urbanization and industrialization, and water total control under the background of the implementation of the most strict water resources management system are selected as two representative harmony identification problem, and to be quantitative identified.
