With the transforming of national freight transport market demand and the deeply reforming of railway freight transport, shortcut and passengerized transport will be the direction for the development of the gradual transforming of railway freight transport. In order to ensure railway play a key role in the comprehensive transportation system, adapt to the demand for safe, quick, economic and convenient transport, enrich freight transport products, extend logistics service chain and improve comprehensive service quality and market competitiveness, railway express transportation for bulk freight is launched.Facilities disposition and construction is an important foundation to ensure the railway capacity and market competitiveness. Handling operation is not only an important part throughout the whole process of railway freight transport and modern logistics, but also the key process to ensure the transport time limit, increase production efficiency and control activity cost for railway express transportation for bulk freight. The paper focuses on railway express transportation for bulk freight. Based on the characteristics of transportation organization and production and the main idea of existing research on facilities disposition of railway freight transport with modern logistics characteristics, this paper conducts research on handling facilities disposition and application optimization of railway express transportation for bulk freight by using the method of combining qualitative analysis with quantitative analysis. The main contents are summarized as follows:(1) By reading and summarizing relevant references and research, we can conclude that the existing research about railway express freight transportation both at home and abroad mainly focuses on transportation organization, line planning, developing, designing and marketing of transportation products, planning and layout of freight network, feasibility analysis, developing strategy and countermeasures and so on, but few studies focus on handling operations systematically.(2)By analyzing the development situation of main railway freight transport products and main reasons for the freight volume decline in recent years, combing with the main contents and direction of railway freight transport reform, we described the launching background of railway express transportation for bulk freight. The concept and characteristics of railway express transportation organization for bulk freight are defined and the differences between railway express transportation for bulk freight and traditional railway freight transport are concluded, which can lay a foundation for the further analysis of the operation organization.(3) From station network layout, production process and freight operation process to efficiency affecting factors and existing problems of handling operation of railway express transportation for bulk freight, by gradual deepening, the freight transport production and handling operation process are comprehensively analyzed. It is helpful to make sure the objective and conditions of handling facilities disposition and application optimization.(4) We set basic principles for the type selection of handling facilities. With the objective of function realization and combined with practical application, the handling facilities of railway express transportation for bulk freight are divided into material handling equipment and containerizing equipment, which sets approximate scope for the type selection of equipment. Therefore, database principle is used to build relation models of containerizing equipment and material handling equipment by qualitative analysis method. Then, a matching method for containerizing equipment, material handling equipment and freight characteristics is proposed according to rough sets theory. A frame model for the type selection of containerizing equipment and material handling equipment is built.(5) Based on the type selection of handling facilities, further study is conducted on handling facilities quantity disposition of railway express transportation for bulk freight by quantitative analysis method. According to the traditional calculation method of quantity demand for railway handling facilities and considering practical operation characteristics, the basic formula and quantity disposition model of handling facilities of railway express transportation for bulk freight are established. The model regards the standardization and minimization of handling operation time as the main goal and minimum life cycle cost of equipment as the secondary goal. By changing to LINGO models, the needed quantity of handling facilities on the variable of different freight transport volume is worked out and the result is analyzed.(6) Based on handling facilities disposition of railway express transportation for bulk freight, the further study focuses on application optimization of handling capacity in freight stations, referring to the system control optimization of queuing theory. The optimal and dynamic attendance arrangement of handling facilities and staff under the condition of standardized handling operation time are studied, handling facilities application model is build and optimization suggestions of handling capacity application in freight stations are proposed.
