Wenzhou is located in the southeast of Zhejiang, middle of China’s Gold Coast, living in the south of the CHANGSANJIAO, East China Sea, adjacent to Fujian Province, Lishui City and Taizhou City, is China’s first Batch 14 coastal open cities, wenzhou private economy developed, relying on a large number of small and medium enterprises, Wenzhou port development was relatively rapid, shipbuilding industry was in the forefront of the country, many navigable bridges were around the three rivers and Dongtou coastal, have a lot of shoals,dsm and channel cross, very many vessels were in north to south sea Channel,maritime navigation environment was more complex, Typhoon, cold air affected frequently, strong winds, fog and sea waves often occured,80% of the ship were less than 500 tons of small ships in the wenzhou,company management level and ship status were generally poor,easily leaded to maritime accidents.In recent years, with the rapid economic development and the continuous advancement of technology, Wenzhou bridge construction show explosive situation, according to statistics as of December 31,2013, a total of bridge Crossing the River and Sea was 36,12 under construction. Construction of a large number of bridges, to promote economic development, improve the traffic situation played an important role, but also a serious impact on vessel traffic, there is a bridge collision accident occurred, causing significant economic losses and social impacts.By studying the existing 36 major bridge Crossing the River and Sea in Wenzhou, finishing analyze the past seven years in Wenzhou ship touching bridge accident, consult research results on the impact of the safety of navigation in the bridge area, analysis of the causes of the accident of the ship touching bridge accident, establish mathematical model to analyze the traffic safety risk, evaluate and sort the security risk, draw Wenzhou biggest security risks ten bridges, Finally, it puts forward the risk management strategy for the main risk factors.
