Historical block and building is the mark of urban development, it is a miniature of social customs and life style in a certain period, and its deep cultural connotation is the source of the vitality of the city. In recent years, with the continuous development of China’s economy, the continuous improvement of the level of human culture, the emphasis on the history of social construction continues to deepen. More and more people realize that a city historic district is a historic and spiritual wealth of a city. The protection of the historic district, the reform and development of the major cities in China are in the ascendant. But many cities in the historic district of massive construction projects at the same time, also appeared in the many problems, historical district renovation project also encountered a lot of risk. Planning reasonable, the construction of a historic district to promote the transformation, can make the historic district to become the city’s cultural heritage display window, as a driving force for urban development and change, and the construction of a historic block of historic blocks, not only will lose the original vitality, and some even cause irreparable damage.The author has studied the risk management problems of the historic block in the city of Yantai City, which has already started. Based on the theory of project risk management system, this paper mainly uses the case analysis method, questionnaire survey method, analytic hierarchy process, fuzzy comprehensive evaluation method and other research methods, the Yantai city historic district project transformation and development process may appear risk, into the planning, identification, assessment, and put forward the corresponding control measures. Risk planning process mainly uses case analysis method to analyze the main source of project risk, the risk comes from the project construction, project construction and project construction, the project has been started, the project may exist in the risk. Through the establishment of index system, the use of AHP method to determine the main risk of the project has financial risk, construction risk, investment income risk, and then to several major risk projects under the specific investment risk, project financing risk, project schedule risk, project construction risk, etc. Subsequently, through the fuzzy comprehensive evaluation method, the risk weight of the calculation, so as to determine the project risk control level. Finally, according to the different risk level, different emphases, the different strategies of risk control are put forward.Through the identification, assessment and analysis of the risk of the project in the city, we can draw a conclusion that the risk of financial risk, construction risk, investment income and other major risk items, and the way of avoiding, transfer, mitigate, return to avoid, etc. The innovation of this paper lies in the combination of historical block theory and project risk management theory, the author hopes that through the writing of this paper, we sum up a set of theoretical system which is suitable for the characteristics of the historic district, and through the analysis of the risk value of the city project to reduce the risk level of the project, improve the efficiency of social resources reasonable utilization. At the same time, we hope that this paper will build a relatively perfect risk management system of Historic District, and put forward some thinking and suggestion on the project risk management, and provide scientific and effective method for other similar projects.
