Situated in Changsha Town of Rudong County of Jiangsu Province and the open seas connected therewith, the Yangkou Port, as an offshore deep water port, is a coastal port possessing natural deep water channels, the superior geographical position of which has become increasingly prominent in the coastal development strategy of Jiangsu Province.To speed up the pace of construction of the liquid chemical terminal of Yangkou Port area has been very pressing according to the development strategy of coastal areas along the Yangtze River and the general plan of Nantong Port. The plan and construction of the liquid chemical terminal second-stage project will make for the overall navigation of Nantong Port and relieve, to a certain extent, the insufficiency of cargo handling capability of the liquid chemical terminal. However, due to relatively poor natural conditions of Yangkou Port and strong effects of wind, currents and tides there, the construction of the terminal second-stage project and its after-construction operation will influence the local navigation environment and there will be higher risks for ships’operation. In order to ensure the navigation safety of the port area during the second-stage project construction and its after-construction, the essay, complying with the Regulations of PRC on the Safety of Navigation and Safety of Underwater Operations ([2011] Fifth, The Ministry of Transport) and the Assessment and Management Methods on Safety of Navigation and Underwater Operations of Maritime Safety Administration of PRC, conducts research on, evaluate and analyze the project navigation safety by reasonable cluster analysis and calculation on a sufficient basis of various investigations and statistical analysis.Firstly Navigational conditions of the construction area of the liquid chemical terminal Second-stage project of Yangkou Port are thoroughly analyzed, the current development of the Port, the future construction plan and the arrangement of port water area are summarized, the present situations of the Port, channels and anchorage and their plannings are studied, studies on the natural conditions such as meteorology, tides, waves and streams are carried out by means of statistical analysis and the traffic management supports of the Port, such as the current situations of VTS, tug arrangement, pilotage and navigational aids, are investigated and surveyed.The first-grade indicator system of the navigational risks assessment, including hydrographic and meteorological elements, traffic environmental elements, safety assurance elements and project design elements, has been established with a combination approach of qualitative analysis and Delphi method (expert investigation method) on the basis of the overall and detailed study on the natural environment, navigational conditions and project construction planning. Furthermore the first-grade indicator system has been refined to establish 13 second-grade indicator system and at the same time the evaluation criteria have been respectively established. Based on all aforesaid, an unascertained measure model of the navigational risks assessment has been created and the navigational risks levels of the port area can be determined on a basis of navigational risks assessment of respective indicator systems conducted by the model.Finally combining the results of risks assessment with the port actual situations, some control measures are brought forth, on hydrography and meteorology, traffic environment, safety assurance and project planning, etc.,to reduce navigation risks and ensure navigation safety by means of risk controls.
