With the increasing demand of clean energy in the world, wind energy as a renewable clean energy is more and more embraced. Wind power is the most mature and prospects for development of commercial power generation form in new energy resources, and it plays more and more important role in energy supply. However, the randomness and uncertainty of wind speed has an impressive effect on the output power of a wind farm and the reliability of power system. So it is necessary to evaluate the reliability of power system with wind farms accurately.This paper deeply studied that frequency and power system in the process of change process with time, according to the change of system frequency to distinguish different energy forms with time, defines the new reliability indexes. Reliability model on frequency is established with considering control model, Spinning reserve, generator power output model, wind power penetration, BESS capacity. This paper uses the enumeration simulation technique to evaluate reliability of power systems with wind farms, and the effects of those factors on frequency and system reliability are analyzed.The main research is as follows:(1) The basic principle and assortment the theory of the load control, the theory of the governor control and basic principle of primary frequency control, secondary frequency control are studied, reliability model on frequency is established with considering enumeration simulation.(2) Primary frequency control, secondary frequency control and Inertial control response time model is established with considering the character of Primary frequency control, secondary frequency control. According to the number of governor with the ability of frequency control, determine governor-damping constant R, governor-damping constant D, inertia constant M and load reference ck. Calculating response time, than distinguish different energy forms with time.(3) Reliability of power systems with high wind power penetration is evaluated with considering control model, Spinning reserve, generator power output model, wind power penetration, BESS capacity and new reliability indexes are defined and considering the WTG output variation’s effects on reliability. Reliability model is established with considering transient process and proposes a new method of expectation energy not supplied with transient process.(4) On the basis of response time model and reliability model fully considering factors such as gust of wind, governor out rage probability and so on.Using the MATLAB program calculate reliability indexes considering control model, Spinning reserve, generator power output model, wind power penetration, BESS capacity corresponding to an actual wind farm. The modified IEEE-RTS is analyzed to illustrate the effects of those models on system reliability. The results show that, considering these effects are closer to the practice, and the reliability assessment of wind farm is more accurate, which provides more significant reference value for power system planning, operation of a wind farm.
