| The "green building" is a concept of sustainable development in architecture field. It provides environmentally friendly, healthy and efficiently used living spaces while saving energy, water, land and materials in building using process. It was raised in the Eighteenth National Congress of the Communist Party of China that the construction of ecological civilization concerned the long-term plan of people’s welfare and the national future. From the perspective of protecting the environment, the idea that " energy-saving and land-saving residential and public buildings" was proposed by Chinese government to emphasize the people oriented and sustainable development. In recent years, the spirit and requirements of the central government have been conscientiously implemented in Jiangsu Province in combination with the practical situation. The governmental managing system of promoting green building development has been initially established by reinforcing governmental guiding, demonstrating and supporting. The construction of policies and regulations has been accelerated to construct and improve the mechanism for promoting green building constraints. However, the green building development in Jiangsu is in the initial stage, while the building energy consumption issues is still severe provincial and national. Therefore many problems are remained to be solved by governmental management.This article focuses on how to further promote the development of green building in Jiangsu. Firstly, the provincial current management situation and existing problems has been analyzed. Then methodologies of comparative law and case analysis has been applied on investigating in successful practical experiences of promoting green building development in Wujin, Changzhou and foreign cities. At last, problems of promoting green building development in Jiangsu has been analyzed considering the provincial basic condition. Combining the foreign and Wujin’s successful methods and policies, specific measures has been proposed to fully apply the administrative, legal, technical and market effects. These measures have practical significance and application value for promoting the green building development in Jiangsu province. |
