In recent years, with the rapid development of the transportation industry in china, the occupancy of freight vehicles in the traffic composition is increasing, since their size is big but their acceleration and deceleration performance is low, when the freight vehicles enter the toll plaza will lead to the result of lane changing is difficult, charging time is prolonged, the service of toll station is decreased; when the freight vehicles running on the road will not only destroy the structure of the road but also exist a larger potential safety hazard, their low speed running state can also increase the automobile exhaust volume and pollute the environment serious, those negative effect will more serious to the overloaded vehicles. Therefore, in connection with the management problem to the toll station in which the share of freight vehicles is high, the management mode of toll station which the share of freight vehicles is high and the weighing behavior occurred in the entrance of turnpikes is raised.Firstly, introducing the current situation and development trend of the proportion of freight vehicles in the traffic composition, analyzing the traffic flow characteristics when freight vehicles through the toll station and the management mode of toll station which the weighing behavior occurred in the exit of turnpikes, then putting forwarding the management mode of toll station which the weighing behavior occurred in the entrance of turnpikes of which the overload detection station set in the entrance of turnpikes. At the same time, in order to ensure the effectiveness of the management mode of toll station, studying the key problems which have great influence to this management mode of toll station—the toll station capacity determination in which the share of freight vehicles is high and the detection mode of the overload detection station.Secondly, in order to avoid the overlong queue length in the toll plaza influencing the normal operation of the overload detection station, in connection with the shortage of the capacity calculation in which the share of freight vehicles is high and the main model is car, and the influence factors of the toll station’s capacity in which the share of freight vehicles is high, using Vissim established the simulation model of the toll station and solving the toll station’s capacity in which the share of freight vehicles is high.Thirdly, in order to avoid the overlong queue length in the examination lane of the overload detection station influencing the normal operation of the toll station, changing the detection mode which the threshold is fixed to the detection mode which the threshold is variable is putted forward, this detection mode can realize according to the queue length changing the weighting threshold, and determining the key parameter’s value of the multi-truck-type adaptability dynamic weighting threshold algorithm.At last, in order to validate the effectiveness of the management model to the toll station which putted forward in this paper, with the simulation to the process of the traffic flow passing the toll station which the weighing behavior occurred in the exit and entrance of turnpikes, and using the number of the passing vehicles, the average queue number, the delay to the normal freight vehicle and the overload control rate as evaluation index analyzing the result of the simulation, the results show that compared with the toll station’s management model which the weighing behavior occurred in the exit of turnpikes, the toll station’s management model which putted forward in this paper can improve the service level of the toll station, reduce the average queue length of the lane in which the drivers should pay fees, shorten the delay time of the normal running vehicle and limit the more overload vehicle running on the turnpikes.
