With the whole world’s energy consumption growing, energy shortage has became the "bottleneck" who will hinder economic and social development. So it is imperative for human to reduce non-renewable energy consumption,.increase primary energy ratio and develop new energy. In China, the scale of energy consumed on buildings increases year by year, as the higher energy consumer, energy situation of public buildings has received much more concern. In hot-summer and cold-winter zone, air-conditioning energy consumption is the major in that of public buildings, Therefore, it plays the key role to reduce overall energy efficiency. To conserve energy, it is necessary to analyze air-conditioning energy consumption on public buildings.In this paper, the public building in Chongqing as an example, energy consumption simulation and analysis was made by using the software De ST. Firstly, the 1:1 building model was established, and the load characteristics on offices, meeting rooms, and other interior rooms during the air-conditioning period, the heating period and the transition period were studied respectively. The influencing factors for offices was analyzed by orthogonal test and range analysis, and then appropriate energy-saving methods were proposed and analyzed. Secondly, based on the analysis of the load, air-conditioning system simulation, including scheme selection, cold and heat source analysis, energy consumption analysis and economic analysis have been done. Finally, based on the existing evaluation, the assessment system on public buildings air-conditioning systems was proposed, including cold and heat source of air-conditioning systems, energy consumption and economy, indoor environment, energy-saving and environmental protection.Through the simulation and analysis, several conclusions were educed: ①Exterior wall, external window, window-wall ratio, occupant density and indoor design temperature all have significant effect on cumulative cooling load of the public building; ②Comprehensive energy consumption shows a parabola trend, and the highest energy-saving appears at window-wall ratio of 0.6; ③Compared with scheme 1, annual refrigerator electricity consumption for scheme 3 reduces about 9% and has higher efficient, for the same cooling capacity; ④FCU+FA System need the least energy in the three types of conventional air conditioning systems, and accounts for 52% of CAV System; ⑤FCU+FA System is the most economical in three conventional air conditioning system.Through simulation and evaluation of the energy consumption for the public building, this paper proposed effective energy-saving methods and evaluation system, provided designers more scientific and rational design ideas, and it will promote the development of building energy-saving. So it has determinate practical merit and groping meaning.
