In upper reaches of toll station and accidents, the congestion which length up to several kilometers and dozens kilometers occurred frequently. Vehicles idle for a long time and launch frequently causes a sharp increase in fuel consumption and exhaust emission. Under the situation of expensive oil prices and serious smog, how to effectively cut crowed vehicle exhaust emissions and fuel consumption, which has been brought into public focus.Based on the traffic flow theory, deeply investigate and analyses the traffic behavior in the crowded state or batch pass state, then raise a traffic control system which can change the crowed traffic to batch pass traffic bottleneck. In order to achieve the lowest fuel consumption, considered queue length, traffic intersection, number of channels, charging time and other factors, established parameter optimization model about vehicle sensors, signal position and signal timing. Moreover, calculate the number of launch, when vehicle batch pass the bottleneck.For make the effect of saving fuel more intuitive, this paper simulate the congested traffic flow, when the traffic control system is not set. By marking and tracking the vehicle driving process, achieve the number of launch and idle time, if vehicle go through the bottleneck.Refer to fuel consumption model, Compare the simulate results when not install traffic control system and the theoretical calculation results after install traffic control system. The conclusions are as follows: if the vehicle queue length is 3000 m before toll station, the number of vehicle star is 1/10 than original; the vehicle fuel consumption is 1/16 than original; if the vehicle queue length is 3000 m before accident point, the number of vehicle star is 1/20 than original, the vehicle fuel consumption is 1/15 than original.In order to make the traffic control system is more operable and guidance, lists the optimal parameters of traffic control system selection table in different vehicle queue length.
