Research On The Planning Strategy Of The Small Towns Between Beijing And Tianjin Based On Smart Growth Theory

As a transition zone of city and countryside, the small towns play an important role in the process of the urban and rural planning. Small towns between Beijing and Tianjin are of significance to realize the integration of Beijing Tianjin Hebei. However, with the rapid development of small towns, the phenomenon come out frequently such as the extensive development of land,severe resource waste,deterioration of the ecological environment, which greatly limits the sustainable development of small towns. The small towns between Beijing and Tianjin in face of the opportunities and challenges of Beijing Tianjin Hebei integration and New Urbanization, how to choose a smart growth road for the sustainable and healthy development, it is particularly important.In the 1990 s,facing the phenomenon of large-scale spread of suburbanization, American scholars began to reflect on the urban growth in this way, at this moment smart growth theory emerged. Proposed this idea, from macro to micro, and gradually deepening to solve urban sprawl, environmental, social and other issues played a positive role in promoting the further sustainable development of the city,providing useful reference and experience to the current planning and construction of small towns between Beijing and Tianjin.Based on comprehensive analysis of recent domestic and foreign literatures about small town and smart growth, combs the development course of the smart growth theory and practices, summarizes the combination point of smart growth theory and sustainable development of small towns, provides a new idea for the planning and construction of small towns. Analysis on the regional characteristics of the Beijing-Tianjin-Hebei and according to the basic situation of the Beijing Tianjin inter urban scale, small town development level, development pattern, dynamic mechanism, and combined with the analysis of smart growth theory, has selected five design elements of the small town between Beijing and Tianjin to analyze the Characteristics of current development situation and problems. Finally summarizes the results of this study, and select typical cases to verify.In a word, this paper introduce the smart growth theory as the guidance on the basis of the planning and design of the Beijing Tianjin inter small town, and has carried on the example verification, which has the certain theoretical and practical significance.
