At present, water issue has became an important factor in terms of urban development. Above all, water shortages restrict urban development, which mainly has effects on two aspects: city inherent water shortages and scarcity of clean water. Next, stormwater hazards threat urban safety. This is because uneven distribution of rain. When extreme weather occurs, it causes frequent monsoon rains. In order to improve the water environment, "Water City", "Sponge City" etc. therefore, are being developed to solve water issues of city. Both water shortages are issued in the northern cities, coupled with uneven distribution rainfall and droughts and coexistence in most city. So, this article will mainly focus on the construction of Water City building in the northern cities.Currently, compared with limited theory research, the building of Water City has many practiced examples. Usually, it is a gimmick for urban investment. During the building, the focus would be on the building the city’s image and improve investment while it ignores reasonable utilization and allocation of water resources. This has led to many problems, for instance, the follow-up of water cannot be ensured and the aim of stormwater disaster prevention cannot be achieved. In addition, the promoting industrial waterfront, developing characteristic space and waterfront transportation system have not got enough attention. The reason is that the ignorance of the important role of Drainage Ecological Infrastructure in city development. Drainage EI is as important as other infrastructures which should be planning ahead of city development, as well as guide and support the development of development of other infrastructures. Therefore, this thesis would seek for the solutions to solve the problems during the Water City practice in the perspective of ecologic infrastructure.The paper would expand the research from the following aspects. First of all, it would carry out an investigation and comprehensive appraisal of the northern of Water Town practices, summarize experience and lessons, and analyze the crux of main problems. Secondly, based on domestic and foreign Water City practice and theory, this paper would propose a planning strategy based on Ecological Infrastructure perspective, namely: ① rational allocation of urban water resources which select the appropriate mode based on the use of river resources and build river pattern; ② to learn from low-impact development theory and build rainwater purification, regulation and storage, flood and management systems, disaster prevention, treatment of stormwater and guarantee of rainwater safety; ③ to rely on river patterns and construct urban waterfront space characteristics, and promote waterfront industrial construction, and develop waterfront traffic characteristics. Finally, the strategy is applied to the theory research of the practice of Henan Xin’an Water Town to examine the feasibility of the theoryThrough the above research, it aims to find solutions to existing Water City building issues, and provide a reference for future practice and research.
