In order to strictly control the power grid project cost, to save energy and reduce waste, State Grid Corporation of China issued a notice about "State grid company strictly control the engineering cost of power grid"(No.85 [2014] of state grid infrastructure department). It requires that the strict implementation of the power transmission and transformation project cost control. But, its power transmission and transformation project cost control line is extensive, only voltage grade as a class condition. The lack of corresponding design conditions and solutions can‘t meet the requirements of engineering strict control cost and fully optimized design. Therefore, in order to give full play to the role of power transmission and transformation project cost control. In this paper, power transmission and transformation project cost data of a region in 2012 and 2013 were analyzed, and the power transmission and transformation project cost control line which SGC issued were detailed studied.In this paper, combining with the characteristics of substation and transmission project engineering cost data, analysis of power transmission and transformation project cost data in a given area, completed the detailed study of power transmission and transformation project cost control. First of all, the engineering cost data from substation and transmission line project were checked, and the research of data preprocessing was carried on. Based on the operation of attribute index, such as: delete, merge, standardized treatment, quantitative processing. The property indexes of substation and transmission engineering were simplified as technical condition, target attribute, attribute of quantities. Secondly, using particle swarm optimization clustering algorithm(PSO), respectively analyze the substation and transmission engineering. On the one hand, it verified the necessity of the voltage grade as one of classification properties, on the other hand, it found some unusual project. Next, using the partial correlation analysis by SPSS software, according to the size of the correlation between with the target attribute to determine the main factors influencing the power transmission and transformation project cost. Finally, using support vector machine(SVM) algorithm of particle swarm optimization, to modify abnormal engineering cost data, and combined with the other engineering data to determine the cost line.In the paper, a set of detailed cost control method was designed. Based on the cost control and cost control line proposed by national power grid were compared with actual cost. It shows that the proposed cost control line thinning method is reasonable and effective, with strong operability. And it can provide the basis for power transmission and transformation project cost in this region. In this paper, the detailed cost control line, can effectively control the cost of higher engineering, achieve the goal of optimization design, put an end to waste of resources.
