In the modern information warfare, the focus of the fighting focused on the control of electromagnetic power, who holds the advantages of the electromagnetic spectrum, is the master of war initiative. Electromagnetic Spectrum Management System is the use of information technology, rational planning, allocation, adjusting the spectrum resources to provide spectrum to support the implementation of the decision-making capacity of commander. Spectrum management techniques include: propagation prediction model, interference analysis, field strength coverage prediction, optimization algorithm, the paper mainly done the following work:1. Various functions of the mature stage of foreign military frequency management software system are studied, which provide a reference for the system designing. Combine with the practical needs of the tactical frequency management, the research plans the function content of the system, designs system structure and arrangement of various system features.2. Research various propagation prediction models, especially the characteristics and application conditions of ITU-R P.1546 model which realized on computer,and designed a model to compute the loss of wireless link path propagation.3. The paper demonstrates the principles and mathematical models of the frequency allocation algorithm in detail, and research the genetic algorithm and ant colony algorithm. Based on the operation of the improved to genetic algorithm an optimization of the genetic algorithm is proposed, and ant colony algorithm is improved. Through simulation results show that the improved efficiency of the algorithm to achieve the intended purpose.4. Based on SuperMap Object, a component GIS, the propagation prediction, interference analysis, frequency distribution calculations and the three-dimensional visualization of coverage prediction are realized, a battlefield frequency electromagnetic management system is designed and achieved, which have some guidance and reference for the Rational use of wartime electromagnetic spectrum, improvement and Innovation of Tactics.
