With the rapid development of economy, the number of the vehicles rises rapidly. Whether urban roads or highways, traffic jams are very serious, which leads to the traffic moves slowly, road capacity declines even traffic overflow and increasing the time people spend on the road. Advanced Transport Management Systems(ATMS) can identify the state of road traffic, make a rapid response to emergencies and accidental traffic jams, relieves the problem of the traffic overflow. However, how to get real and accurate traffic parameters of the roads is a prerequisite for the ATMS. The application of traffic parameters for traffic overflow is the purpose of the ATMS. Therefore, it is necessary to study it.This paper does a lot of research for collection and application of traffic parameters. The specific contents are as follows:1. In the collection of traffic parameters, the choice of the sensors has an important effect to accuracy of the results. In the sensors, the roads will to be blocked and while installing and maintaining the induction coil sensors; electromagnetic waves sensors are likely to cause some false detections when people cross the roads; video sensor in the bad weather such as storm, cloud, snow and so on even at night, can only get bad images and make the detecting invalid. In this paper, the magneto-resistive sensors are considered as the primary tools of collection of traffic parameters and the detection principles of the magneto-resistive sensor are described briefly.2. In the urban road, increasing the density of the sensors, the test results will become more reliable. However, the actual environment and the costing limit the positions and density of the sensors. This paper presents the basic principles of urban roads for laying the sensors and explores the position and spacing distance with travel time estimation algorithm.3. Urban congestion will lead to the traffic overflow. According to the queue length in the intersection, controlling the time of the traffic lights can reduce harm of the traffic overflow harm for the city. This system is simulated in SUMO and gets a good result.
