Although transportation is more and more advanced, paradoxically increased traffic and a shortage of resources, transportation demand management practices lag between the increasingly fierce. The use of advanced information, communication and control and other technical means to solve the transportation resources become one of the important directions to solve traffic congestion problems. Most of the current traffic control system utilizing magnetic coil to vehicle information collection, this method is only able to collect sectional data. This control system can only adapt to traffic passively, but it can’t grasp the distribution of the overall traffic flow. This short-sighted for traffic, local, passively adapt way can’t play a role in the transport system, resulting in reduced traffic flow disturbances and benefits.This study proposes a method based on traffic signal control electronic license plate data. By setting the intersection of reader interaction and active electronic tags equipped vehicle, get vehicle information section on the interval. This approach can simultaneously capture tag information fast moving and still within range of the vehicle sections, the label is smaller than the amount of information, and more convenient in the course of the transmission processing. On the control strategy, the two-phase intersection, application-based traffic control technology threshold rule to the number of vehicles in the road section as a control parameter, considering the number of vehicles in the road section and each phase of the urgent need for a green light, choose the degree of urgency up phase to the next phase. Finally, the use of simulation software to a single intersection control strategies in Simulation results show that the control is better. The improved algorithm can reduce vehicle delay, study Urban Transportation Plans for the future, provides a theoretical basis for traffic assignment.
