Collision is an inevitable mechanical phenomenon in engineering, and buffer is one way to deal with collision problems. It was considered a popular and difficult problem to enhance t he buffer performance and avoid mechanical collision. In the past decades, a large quantities o f research had been made in the field of buffer at home and aboard,and accumulated valuable experience in dealing with collision problems.This paper sets the new-build’one-shaped’ sluice of Suzhou River Estuary as the research background. The new-build sluice weights great, and it would generate huge impact that may damage the pier in the process of closing the sluice gate. To deal with the problem, the design institute put forward a requirement to design a buffer device with the features that could bear impact load, small size good tightness, high reliability and could work under water for long time. This paper proposed a new idea to design the buffer from bionics. It could greatly release the impact load if the elastomer in the buffer device made exhaustive theoretical analysis of the buffer device. According to the theoretical analysis, this new buffer device release the collision force significantly and new-founded that it could change and control the collision force by changing the drainage area on the back cap of device.In order to prove that the new buffer device has good buffer capacity and meets the needs of project background, designing and processing of the experimental model of a new type buffer device. The design special experimental device and build the experiment platform to carry out experimental study on new buffer device. Through a large number of experimental studies found that:buffer device of the utility model compared with traditional buffer device, buffer capacity has the superiority, the collision force is reduced exponentially, and found that the collision force can be controlled by changing the flow area of the tail cover, namely the impact force can be expected before the design of the buffer device.
