Due to the world economic improved, trade around of the world is becoming more and more frequent. Container transport is a new kind of transports. container throughput of the port is rising during the past decades owing to the economic progress at the same time. In order to pursue economies of scale, the container ships are becoming more and more bigger. Because building a container port is a complex system engineering, it is hard to re-design and re-construct the port even if reached the bottleneck. Those reasons are all calling for high efficiency of a port when operating containers.High operational efficiency of loading-unloading is important to improve the transport efficiency of containers in a port. While previous researches are mostly focused on one segment, a integer programming model is built concerning the hybrid loading and unloading problem, and a two-stage algorithm is proposed to resolve it:firstly, Johnson Rule is used to get the order of each container when each of them is loaded or unloaded at stage one, and secondly a heuristic algorithm is adopted to dispatch AGVs. At last, the test shows the effectiveness of the two-stage algorithm.With the container port throughput growing, it has an important theoretical and practical significance to study on the employing of the multi-resource at a port.
