Ground public transportation is an important part of urban public transport system, and also the largest share in urban passenger traffic modes for urban residents to travel, mainly including conventional bus lines and free driving taxis within the city. In the current condition of urban development, improving the operation quality of ground public transit service can strengthen the attractiveness of bus, increase the sharing rate, alleviate the urban traffic pressure and promote the harmonious development of urban traffic. At present, many bus transport optimization measures have been put forward and applied, such as optimization of the design of the conventional bus lines, bus lanes and special signal system, the application of information management service means, and standardization of the order of taxi service etc. In order to achieve the target in the process of the optimization of bus transport, we need a pragmatic and effective ground transit evaluation means to get and control the current specific operating conditions of ground buses, find and solve the problems that exist in the bus on the road service, and finally provide the basis for further improving the quality of the ground bus service.Based on the application of GPS data, via the way of data capture, preliminary analysis, and further data mining, etc, we analyze the characteristics of ground bus service to find the rule and space-time distribution of the related data about the ground bus service. In the study, the regular buses and taxis are designed respectively for their own evaluation systems. According to the characteristics of the conventional bus, taxi operation and the method of literature investigation, we select different evaluation indexes to build a hierarchical service evaluation index system on the basis of selection of criteria layer according to different index characteristics. By the methods of literature investigation, expert consultation, and analytic hierarchy process (AHP) etc., we can obtain the weights of evaluation indexes and classify evaluation grades of each evaluation. Use GPS data to analyze each evaluation index membership degree in the hierarchy of evaluation, and adopt fuzzy comprehensive evaluation method to evaluate the operation quality of bus transport service and get the conclusion.In the end, this paper selects different conventional bus lines and taxis of Harbin as a sample, using the evaluation methods in this paper to evaluate the operation quality of the public transport service in Harbin city. And we finally obtain the evaluation result and optimization suggestions, verifying the feasibility of the evaluation methods.
