Tractor-and-trailer has been developed and promoted in our country for many years, but there are still many problems. Compared with overseas research, study of domestic tractor-and-trailer transport mainly focus on operating organization mode and scheduling, while those on tractor-and-trailer transport network node location selection, usage of multi-vehicle and operating case studies on integration with other transport modes are much less.Compared with the traditional mode of transport, tractor-and-trailer transport has low investment costs, high operating efficiency, good energy saving effect. Organic integration of tractor-and-trailer transport and other transport organization can not only better exert tractor-and-trailer’s transport potential, but also be in line with the requirements of the development of an integrated transport system.Combined with the actual situation, we design and plan the ro-ro tractor-and-trailer transport network which crosses Bohai Sea. In site selection of tractor-and-trailer transport network node, we use combination of qualitative and quantitative analysis method to classify the city. Then we design tractor-and-trailer transport operation organization mode via the node layout mode, and from VRP resource allocation point to conduct configuration and scheduling of multi tractors and trailers.The main contents are as follows:First, we establish the evaluation indicator system of tractor-and-trailer transport potential, considering qualitative and quantitative indicators, using fuzzy c-means clustering algorithm to screen and analyze sample cities. Then, with ro-ro transport and tractor-and-trailer transport characteristics, we design ro-ro tractor-and-trailer transport organization mode. Finally, we conduct the vehicle route optimization configuration, considering the time window and multi-vehicle etc.. It shows the advantages of multi-vehicle application.
