Since reform and opening up, with the rapid development of national economy, the gradual adjustment of industrial structure, the demand for electricity in all walks of life is rising thereupon, and on the other hand, as a result of the investment in distribution power grid cannot keep up with the growth of electricity demand, combined with the facts of antiquated technology of electrical grid, aged equipments, high cost of maintenance and so on, the electric grid has been the a weak link in the transmission of electricity from the power plants to the terminal electricity customers.Wulipu Substation is located in Baodi County, Tianjin City, and the Baodi power company manages to transform the 110 k V Substation 3# main transformer to unattended intelligent substation, rebuild switch rooms and control rooms, form the electricity integrated automation system, and build extensions on the original site, in order to ensure power supply reliability and meet the needs of the growing demand of local electricity users. Therefore, the study of power supply and demand in present China and the cost estimation and control of power generating equipment expansion and reconstruction, is not merely out of the need to adapt to the economic development in the future, but also significant in achieving energy saving and developing low-carbon economy.Given in recent years, as a costing control method which is more accurate and more adaptive to the computerized accounting units, activity-based costing is more and more often applied in project cost control. On the basis of widely collecting domestic and foreign theories and cases analysis data on cost control, paper describes the fundamental theory, application principles, operation approaches of Activity-based Costing, and in accordance with specific conditions in Wulipu Substation, making cost analysis and cost control with activity-based costing. Finally, at the end of this paper, a comprehensive evaluation is made on cost control of the substation reconstruction project, besides that, the limitation and the improvement ideas are also discussed.
