From the point of view of mathematics, the power network planning is a complicated nonlinear programming problem with lots of constraints.We usually locate the distribution network as the foundation of the power grid construction. The stable operation of power system needs the scientific and reasonable planning for the distribution network. In power system, there are three types of power distribution network: high pressure, medium voltage and low pressure. So, in theory, the distribution network is divided into three categories according to the voltage grade. The high voltage distribution network in power system is connected to the high voltage or extra high-voltage transmission network and medium voltage distribution network link, so reasonable formulation of high voltage distribution network planning, the stable operation of the whole power network is crucial. Therefore, the reasonable evaluation index and the evaluation method, the rationality of the high voltage distribution network planning is scientific quantitative evaluation is particularly important.First, the paper reviews the status quo of distribution network planning at home and abroad. Then, the paper introduces the theory of distribution network planning theory and evaluation method. In the third part of the distribution network planning, the evaluation index system of the high voltage distribution network is selected, and the detailed explanation of every indicator is made. In the fourth part, the weighted rank sum ratio of the high voltage distribution network is constructed. The fifth part selected Jizhou city high voltage distribution network planning as a case were simulation analysis, and introduces the status quo of the city high voltage distribution network, existing problems and planning target, using weighted rank and ratio method, to the Jizhou city of high voltage distribution network planning were evaluated and to the evaluation of the object of the grading sorting.
