With China’s continuing economic boom, almost every ordinary urban family owns a car which has become a major traffic tool. In order to solve the parking problem cause by the huge increasing of cars, the intelligent control system, which has replaced the artificial one, is being introduced into most of the urban parking lots of China. But as the amount of cars growing, especially in the morning and evening rush hour, the traffic in and out the parking lots is very large. Due to most of the parking lots are using IC card billing system, which needs too many steps and activities, usually lead to slow traffic speed and exit jams, even can cause trunk road congestion.In this thesis, on the basis of the license plate recognition technology, using the embedded technology, vehicle detection technology, application software development technology, image acquisition technology, database technology and speech technology, designed and developed a quick passing and billing system which is used in paring lot’s exit. It can simplify the procedure of paying, and remove the steps of pass card and read card, improve the passing efficiency. In hardware, it contains the core controller, vehicle detector, image acquisition devices, barrier gate and PC unit. Using STM32 microprocessor as the core controller, based on the induction coil detection and video acquisition technology, this paper designed and implemented vehicle detection and image acquisition. It also has implemented the control of the barrier gate and the communication with the PC software system. In software, it has designed PC application software by using the C# programming language, completed the license plate recognition module, the core control module, the database module and the UI. It has completed the control of the vehicle image acquisition, image’s storage, processing and recognizing, also created the vehicle database, designed the parking information table and VIP vehicle information table. After compared the data it can calculate a regular car’s parking fees automatically and quickly, and give a voice prompt. It also can identify and green light a VIP car. By input a car’s license plate number and date, this paper designed the function of query.Field test and result show that the system runs stably. Through compare a vehicle’s information, it can give the parking fee quickly. For VIP cars, it can identify accurately and let it pass directly. The system has simplified the steps leaving the parking lot, raised the passing rate, and shortened the vehicle’s leaving time, alleviated the vehicle on the parking lot’s exit.
