As environmental issues, energy depletion, and economic development issues have become increasingly prominent, with wind-based new energy and renewable energy and power generation has become the focus of competing countries concerned. Wind turbine not only can optimize the structure ratio of power resources, but also promote the sustainable development of energy conservation, emissions reduction, low carbon and environmental protection in our country. Therefore, the establishment of wind power projects and reasonable technical and economic evaluation system is sound science, in favor of a comprehensive evaluation of the project’s economic, technical and social benefits.Firstly, this article can systematicly analyze the research background and significance of the wind farm project’s technical and economic evaluation, discuss the development situation at home and abroad of wind turbine and the economic evaluation system in detail. And then it discusses the problem of wind turbine in the process of rapid development in our country and the development of wind turbine in our country, thus more clearly demonstrate the importance of technical economic evaluation in the whole wind projects. Secondly, it can analyze of wind energy resources and distribution of Bai Yanghe wind farm and the present situation of the power system in detail, expounds the necessity of Bai Yanghe wind turbine project construction in our country. Then from Bai Yanghe wind farm feasibility of regional environment, wind energy, wind energy resources and geological structure aspects, it aim at Bai Yanghe wind turbine project feasibility analysis which combines with Bai Yanghe wind economic benefit and social benefit analysis of the project. Finally,on the basis of Bai Yanghe wind turbine project feasibility analysis, we can establish the fuzzy comprehensive evaluation model, which use the AHP analytic hierarchy process (AHP) to determine the weight of each index. From the wind farm project technical index system, index system of index system of economic benefit and social effect aspects, it proposes wind farm project technical and economic comprehensive evaluation index system, thus effectively solve the uncertainty of wind farm project indicators and qualitative indicators analysis, so as to ensure the wind turbine project in technical and economic evaluation, make the scientific and accurate judgment.
