Surrounding the capital city of Beijing, Jibei grid shoulder the responsibility of supplying power for Beijing, transfering power from west to east, north to south and ensuring the security and stability of Beijing 500 kV ring network. Currently,220kV and above voltage level generators of Jibei grid are dispatched by North China grid. With the increasement of the grid and units capacity, it becomes an urgent requirement for Jibei Electric Power Company to play the main role in ensuring capital power supply more effectively. However, how to make reasonable tie-line power, build generators hierarchical control and multilevel coordination mechanisms for the establishment of Jibei independent control is a great challenge.Firstly, Jibei grid structure, thermal power output, wind power output and the load were analyzed in this paper, and the load was divided into base load and peak load. Bsed on sharing mechanisms, taking the unqualified point number and abandon wind power as optimization goal, the peaking capacity, load fluctuations regulation capacity and target power-generation hours as the constraint condition, regularization fitting of provincial tie-line power by standard fitting, standard tuning fitting and "optimal fitting" is studied. Then, considering the differences in plant performance and actual adjustment range, ACE oriented Jibei unit hierarchical control strategy is proposed. Thirdly, tie-line support program from North China power grid after the independent control of Jibei is studied, especially the coping strategies, early warning mechanisms and support request strategies at the appropriate time.The results show that, considering the effect of tie-line and the demand of North China Power Grid, the tie-line based on the standard tuning fitting is the most feasible. Under the reasonable tie-line, unit hierarchical control strategy and multi-level coordinated scheduling mechanism, Jibei grid can achieve the goal of independent control. The results meet the requirement of Jibei independent control area establishment, and play a significant role in guiding tie-line reporting and dispatchers’ daily work.
