| Ensuring stability and safety of power supply is the major duty of grid, however extreme weather and traffic congestion make it difficult to arrive fault point in time. Thus, how to dispatch recovery vehicles in time and effectively, which means how to achieve optimal allocation and shortest path is an important issue for power emergency department. Vehicle dispatch problem which plays an important role in power accident, is proposed in this paper. Considering multi-level objectives in this problem, operational problem is applied to design the optimal dispatch model. In this paper, firstly, relevant theories about vehicle dispatch is introduced briefly, general dispatch process is analyzed. On the basis of general dispatch, constraint condition is added to build vehicle dispatch model under multi-objective programming. Simulated annealing algorithm is applied to optimize initial solution. With customer satisfaction as first optimal object, time as second object, cost as third, assessment indicator system of vehicle dispatch optimization is built, and fuzzy synthetic evaluation method is proposed. At last, taking Ningbo as an example, dispatch system combined with local characteristics is built. Physical framework, technological framework, data framework, application framework and business framework of dispatch system is analyzed and realizable features are introduced. |
