Under the pressure of energy crisis and environmental protection, every country islooking for a development in renewable and cleanenergy source. As a cheap, abundant, freefrom pollution and renewable energy source, wind power generation has won great supportamong the governments, and it has ranked firstapart from hydro power. With thedevelopment of wind power generation, a new problem emerges. That is the abandonedwind.Abandoned wind is a phenomenon that power dispatching stationsask the wind farm tosuspend operations of fans although fans are in a normal condition.Wind abandoning is alsoan inevitableproblem in our countryas the rapid growth in wind power installment.Accordingto the monitoring data issued by National Energy Bureau, we know that the average windabandoning rate in2014is8%, while the Three Norths area is especially serious. In theeastern area of Inner Mongolia, the wind abandoning rate is in a potential ascendant trend asa result oflarge building scale and unmatched facilities of electric network. And in someareas, electric output is not always free. The problem of wind abandoning has become abottleneck for the current development in wind power industry.Basing on the idea that making a rational use of abandoned wind and propelling thedevelopment of wind power industry, we suggest a wind farm projectwith a heatinginstallation, built in Bayan Tal with a scale of49.5MW. From the overall design to the details,we give a brief introduction of the project, and put forward a general framework, whichismainly about the wind power project, the heating project and the abandoned wind heatingproject. We analyze the benefits from different aspects, includingcost estimation, expectedreturn, profitability, balance of profit and loss, and sensibility. Then we get a conclusion, andafter that we give some policy related advices on this project.The central idea of this paper makes full use of the characters of anti-peak regulation, toget a higher utilization rate of wind power. The carrying out of this project will bringuseconomic, social and environmental benefits, and this will have a positive effect on thedevelopment of wind power industry. At the same time, it may help cut the shares oftraditional energy in energy consumption, and make a contribution to the clean energyindustry together with PV and gas.
