To overall evaluate the airspace usage in our country comprehensively, this paper analyzed the influencing factors of airspace utilization efficiency, and established an index system for airspace utilization efficiency, covering airspace utilization performance, airspace safety performance, airspace efficiency performance, and air traffic controller’s relaxing time. Taking the typicalness and availability into consideration, this paper selected5key indexes, including sector flight miles, sector flight time, en-route aircraft separation, en-route aircraft punctuality rate and radio telephony channel occupancy rate, and proposed the calculation method of the5key indexes. Taking#08sector of Chengdu area for example,389sets of samples, one for the period of an hour, were collected from everyday busy hours(8:00-19:00)of1st, May to5th,June.By entropy, the weight values of the indexes were established, and the results were verified by expert weight method. Then based on primary component analysis (PCA), the evaluation results of airspace utilization efficiency were gained. By fitting the sector flow to the evaluation results of airspace utilization efficiency, the sector capacity assessment was realized. The results corresponded to the reality fairly well, thus the scientificity and effectiveness of the method was proved. At last, this paper summarized the research achievements, and proposed improved method for future study.
