The time is divided into three periods:1948to1978, the socialist planned economy period, at that time, house was treated as a welfare.1979-1991, the planned commodity economy period, the residential building was began treated as a commodity, undertook by the nation, companies and individuals together. Since1992, our country was in the period of socialist market economy, at this period, residential building has been fully commercialized, and the residential real estate market is maturing. At these three periods, Mianbeili residential area. Cuiyuan residential area and Shanshuirenjia residential area were selected as the sample to research and analysis, Combined with the political, economic cultural backgrounds and housing-related policies of China and Hangzhou in different period. On the one hand, Analysis the sample to explore the reasons and motivation factor changes after its design carried out by top-down approach; on the other hand, research on the current living conditions by using the field survey, through the bottom-upapproach, then reflect the problems.
