With the constant improvement of the highway network, the increasing mileage of highway and the increasing vehicle load, there are more and more highway going to be maintained. Therefore, road industry will gradually come into maintenance and repair from road construction in China. However, road maintenance technology is relatively backward in China, and it can not meet the needs of development.The rising cold recycling technology using foamed asphalt will promote the development of road maintenance technology in some extent. Both lime-fly ash stablized rock cement cold regeneration mixture and cold recycling mixtures with foamed asphalt have broad prospects for development because of its good road performance and economically environmental. But as the research on the properties of foamed asphalt is still in infancy, so it is importantly significant for further research on the properties of foamed asphalt.Relying on the overhaul project of Ningbo Yongbei segment, the paper carried on further research mainly on mix design methods and mixture road performance of lime-fly ash stablized rock subbase cement cold regeneration plant mixture and foamed asphalt cold recycling plant mixture through laboratory tests and site testing. The paper especially analyzed the influence of different cement consumption on the optimum asphalt content and optimum moisture content of cold recycling mixtures with foamed asphalt, and studied on the effects of different cement consumption on mix physical properties, mechanical properties, water stability, high temperature stable performance and storage performance.The test results showed that the indicators of lime-fly ash stablized rock subbase cement cold regeneration plant mixture can meet the design requirements. For foamed asphalt cold recycling plant mixture, with the increasment of cement consumption, the optimum amount of asphalt and moisture content would increase, but the density and porosity are less affected. However, dry ITS strength, wet ITS strength and ITS strength ratio would also significantly increase, with the increasment of cement consumption, so as the shear strength and dynamic stability. For mixtures containing cement and other active filler, any delay in forming times would adversely affect the strength.The tests on deflection and degree of compaction of road base which was constructed by cold recycling mixture with foamed asphalt and lime-fly ash stablized rock cement cold regeneration mixture sub-base through physical works showed that this kind of pavement structure form can meet the requirements of deflection design of road base. This fully showed that lime-fly ash stablized rock cement cold regeneration and cold recycling technology using foamed asphalt should be widely promoted in the road repair and maintenance.
