With the rapid development of social economy and the improvement of people’s living standards, private cars are standard equipment for a modern family now. Thus there are more and more cars running on the road. However, the great loss of life and property, and traffic congestion problems under current traditional transportation system are gaining more and more attentions. At the same time, the rapid development of mobile Internet and electronics technology has accelerated the reform of traditional transportation system. Intelligent transportation systems with advanced communication, sensor and computer technologies, will reduce traffic accidents, improve traffic efficiency and enrich the services provided by vehicles.The traditional wireless communication technology (such as WiFi,3G/4G) can hardly meet the demand of communication in vehicular environment in aspects of access speed, transmission delay and communication distance. After a brief research of ITS development across the world, IEEE WAVE is currently the most mature solutions for vehicular communication and is acknowledged by most governmental agencies and scientific research units. However, most researches of IEEE WAVE protocols are theoretical and simulation analysis, and the practical system development is rare.Firstly, the major standards of IEEE WAVE protocols are introduced. In the introduction phase, the adaptations and design particularly for vehicular environment are focused. For example, OCB mode is introduced in IEEE802.11p and the short frame structure design of WSM in IEEE1609.3.The IEEE1609.3protocol provides network services for IEEE WAVE protocol stack, and is the core of IEEE WAVE. This paper deeply analyzes the functions of data plane and management of IEEE1609.3. Software design and implementation are conducted under Linux operation system and major functions are achieved such as successful sending and receiving of WSM and WSA.Finally, on the base of successful development of IEEE1609.3protocol, this paper designed and implemented three security related application scenarios and field tests are conducted which verified the transmission delay of the WAVE devices meet the demand of these application scenarios. The goal of short delay communication between WAVE devices is achieved and the development and implementation of vehicular communication system based on IEEE WAVE is successfully completed.
