Vehicle ad-hoc network (VANET) is the extension of the Internet of Things (IoT) in intelligent transportation systems, which will bring safer and more convenient experience for human life. The vehicular networking communication technology is the key of ad-hoc network among vehicles. Just like the ear and mouth of humans, the VANET communication, particularly the development of communication standards, can make original separated vehicles obtain "listening" and "speaking" ability, then cooperate with each other intelligently.Currently, wireless access in vehicular networking (WAVE) standards of the US are the most mature and open communication standards in the world, which have become commercial and are deployed for use and verify in many VANET projects. While relevant communication standards of the EU are carried out on the basis of further expansion, the standards have only deployed as prototypes in the projects. The research on VANET in our country has been carried out for years. However it is relatively late, and currently there are no relevant standards yet. Therefore, the research and study of the WAVE standards is very conducive to the future development of China’s own VANET standards. Hence, in this paper, we will introduce the WAVE standards carefully, in particular the IEEE802.11p, IEEE1609.3and IEEE1609.4standard, and then discuss some design details.Meanwhile, due to current high cost of foreign commercial WAVE products and unsupported for the usage of the underlying layers, these products are not very conducive to research and validation work. We propose the design and implementations of the initial prototype, based on Linux and commercial wireless device, and verify its feasibility. The experiment results indicate that vehicles can effectively communicate with each other.Moreover, taking into account the difficulties to achieve and validate some innovative ideas in actual environments, we propose the design and implementation of WAVE standard simulation model, based on network simulator ns-3. With present simulation model, we also designed three different simulation scenarios, to verify the effect of the standards on wireless communication. Finally, we will open source of our simulation model and scenarios to help other researches further study.
