Smart Grids has the features of interactivity, coordination, and high-efficiency. It canimprove energy efficiency, safety and reliability, at the same time can reduce environmentalimpact, and electric energy loss. It realizes the interaction between the suppliers and the users,and then it provides value-added services for users. According to the different electricitydemands of users, this paper adopts different present price system and makes reasonable pricestrategy in order to achieve the effective utilization of electrical resource. This strategy is basedon the investigation of electric power supply and demand in market, combing with real-timeelectricity price and the users’ electricity plan.Electric power production is influenced by the users’ demand in the grid. Because of theuncertainties of the users’ electricity behavior, this paper is based on Markov chain model andputs forward a model based on users’ behavior and demand. At the same time, this paperanalyses the characteristics of electricity behavior and gets the load rate and load curve ofvarious electric appliances. After studying deeply the electricity charge strategy based ondynamic rewards and punishment mechanism, several types of rewards and punishment areproposed, such as unilateral linear punishment and nonlinear charge, bilateral linear punishmentand nonlinear charge, bilateral linear rewards and punishment and nonlinear charge, unilateralnonlinear punishment and linear charge, bilateral nonlinear rewards and punishment andapproximate linear charge.Finally, based on designing fair Time of Use (TOU) and dynamic rewards and punishmentmechanism, this paper raises real-time price (RTP) strategy. The main features of this strategyare that both sides of supply and demand taking part in pricing, the implementation of chargingto the user is personalized, and inducing the consumption as close as the desired electric powerload. This strategy effectively optimizes and distributes the load on the grid. Then from theangle of Stackelberg strategy, the user is given the best collection of model of electricity price based on principle and algorithm. This strategy can dissolves the contradiction betweencharging class and power supply-demand, which brought by the fixed class electricity pricemechanism dominated by the power company. According to the expected electricity load, thepower company can learn about user’s real electricity demand.In order to arrange and adjust thepower production, the power company stands on the global optimal point of the implementationof electric power monitoring and scheduling, improving the utilization rate of power resourceand promoting the development sustainably of power resources.
