Research On Stormwater Utilization In Urban Of Jinan

In recent years, floods in Jinan occur all the time, such as the "7.18" disaster in2007, which caused huge economic loss and casualties. The foods don’t do any help to the the problem of water-shortage in Jinan, and it’s actually a unreasonable allocation of water resources. Therefore, it is very important and urgent to enhance the use of the resources of floods in Jinan.In this paper, the literature research and statistics were used to analyze the utilization and existing problem of Jinan rainwater;On the basis of learning from other cities and countries, the article put forward suggestions of rain water resource utilization in Jinan.It is found in the study, there is seven major problems to carry out the rain flood resources utilization in Ji’nan city, first is the city flood control system is not perfect; second is the detention area or low-lying exploitation zone, reducing the city flood control standard; the third is the flood control and drainage project is not complete; the next is a serious shortage of capital investment, the development is not balanced; the next is the standard technique unperfect, can not meet the needs of rain flood resources; the next is the government’s responsibility is not clear; the four is the social participation enthusiasm missing.Utilization of rain flood resources is a major issue, but also a system engineering. It is not only the water conservancy departments and municipal departments of tasks,but also involve other relevant government departments, needing for strong support from all sectors of society. How to show rain flood an reasonable development and utilization, is complex and is the technology and policy problems to be solved for the principle of overall planning, from easy to difficult, and strive to achieve the goal of benefit society.
