With the rapid development of the world economy, traffic problem becomes more and more serious in recent years. And with this, the intelligent transportation system (ITS) arises at the right moment as a new solution to solve the traffic problems. Intelligent transportation system is not only a frontier research subject in the traffic field, but also the best way to solve the traffic congestion, improve the traffic safety, improve operational efficiency, reduce environmental pollution and so on. The vehicle monitoring system is a typical application of ITS at this stage. It can position and monitor vehicles in real time to ensure the safety of vehicle transportation, and also can facilitate the command and dispatch to increase the service efficiency of the vehicles.Based on the background of the vehicle monitoring system project of Shaanxi traffic police brigade, this paper discusses the technology development process and method of the vehicle monitoring system. The vehicle monitoring system designed is composed of vehicle terminal, communication server and vehicle monitoring software platform. The vehicle terminal and the vehicle monitoring software platform communicate with each other through the communication server in real time.They form a dynamic monitoring network, positioning and tracking of vehicles. It displays vehicle trajectory on the electronic map of vehicle monitoring software platform in real time, and stores the vehicle position, positioning time and other state parameters to make them accessible. The main contents of this paper are as follows:(1) Analysis of the overall structure design of the vehicle monitoring system. It introduces the design principles and ideas of the system, and shows a detailed analysis of the function of each part and the exchange between them.(2) Completed the design and implementation of the vehicle monitoring software platform. In order to reduce the reliance on the browser, and considering the internal security problems, unable to connect to the Internet, the development of this platform uses OpenLayers API electronic map. This paper shows the detailed implementation process, including real-time monitoring, historical trajectory playback and vehicle scheduling.(3) For the parking time is possible too long to reduce the response performance of the system in the historical trajectory playback, this paper has carried on the optimized trajectory data compression, and obtained good results.
