Modern power system faces many challenges, including two-way trend problems of distributed energy, the urgent interaction needs from electric power compames and the end-user, the reliability of distribution network and power quality problems. Generally, at home and abroad proposed the development of advanced measurement systems, smart meters is the first step in building an advanced measurement system. To promote design and technological innovation of smart meters, it is necessary to carry out a detailed study.On the basis of research of this article in-depth analysis of the metering method of the status, the design of the smart meter functions have been implanted, the phase difference correction method based on all phase fast fourier transform has been proposed, the high-order harmonic measurement accuracy has been solved, with an emphasis on the realization of the meter algorithm and measurement capabilities. The meter uses a dual-CPU architecture, the implementation of the data sampling and processing functions depends on DSP56F8346digital signal processor, the other one used to implement the management functions. According to the overall design program of smart meters, designed the hardware part of a dual-CPU system board, voltage and current sampling circuit, the RS-485communication circuits for smart meters respectively, achieved high-speed, multi-point sampling and a large number of cumulative and real-time computing, power supply module is able to provide protection system reliability with stable voltage; according to the actual needs of smart meters, designed the software function modules of smart meters, achieved basic electrical parameter measurement, energy metering, demand measurement, power quality monitoring and event logging functions.The phase difference correction method based on all phase fast fourier transform has a emphasis analysis. The development of smart meters with thousands of accuracy, be able to meet the demand for energy metering, power management and remote meter reading, has a high practical value to meet the needs of building a smart grid, while a four-quadrant the method of measurement proposed, provides a wealth of information for power. The development of domestic energy meter has a certain reference value for similar products. The building of China’s smart grid and advanced measurement system also has a positive significance.
