The Research Of Lifelong Accountability Mechanisms On Construction Quality Liability

With the development of urbanization, quality problems in construction project has become increasingly prominent.’Long-term, quality first’ is one of the most loud slogans of building field. Because of poor quality, many houses collapsed and bridges sank, which cause personal injury frequently. It is a great obstacles for government to achieve social harmony and protect people’s personal and property safety. Therefore, construction quality problems should be solved. But the responsible persons aren’t determined and their liability can’t be held while quality accidents of construction occurred. It is difficult to implement and pursue quality liability. In this context, It has important practical significance to explore the new models that implement and pursue quality liability, to build lifelong accountability mechanisms on construction quality liability.The main content of this paper is divided into four parts. Firstly, describes the concept and significance of lifelong accountability mechanisms on construction quality liability. Then, analyzes its necessity and feasibility. Building the framework based on comparing the workable institution between domestic and international from the following three perspectives: responsibility system, range of lifelong liability, accountability procedures. Next, supporting measures on lifelong accountability mechanisms on construction quality liability are studied in terms of information platform on quality liability, construction bond, liability insurance system and management measures. At last, some constructive suggestions are put forward.
