Flight procedure design is an important basic work. Flight procedure is directlyrelated to whether the aircraft operation can be safe and smooth or not, and also to theair traffic services implemention. Flight procedure is mainly designed by the manualthrough drawing reserves to evaluate obstacles. Although the manual work is done byCAD software, the whole process was accompanied with inefficiency, complexity anderrors. At the same time the protection areas is two-dimensional floor plan, and can’tintuitively show the3D feature of protected areas. With the increasingly sophisticatedcomputer technology and geographical information technology, the requirements ofautomated design of flight procedure were increasing with each passing day. Forthis Air Traffic Management Bureau of Northeast and Civil Aviation Fight Universityof China developed the topic of “three-dimensional design system for instrumentflight procedure”. This paper was based on this project to accomplish the research andimplementation of the algorithm for the automatic generation of3D protection area inILS precision approach procedure and dynamic roaming along the nominal path.This paper was strictly in accordance with the provisions of the ICAO Doc8168.According to the ILS precision approach procedure structure, it divided the procedureinto four modules, which is precision segment and Final Missed approach segmentand Final approach segment and Missed approach segment with the GP out of work.According the rules of drawing protection area and the method of obstacle assessmentin ICAO Doc8168for this four modules, this paper completed the automaticgeneration of protection area and automatic obstacle assessment for this four modulesbased on ArcGIS secondary development platform. It Implementated3D renderingand realized dynamic roaming along the nominal path based on the evaluation results.Finally, the paper summarized the results, analysed the problems and found thefuture research direction.
