With the deepening of economic globalization, container transport plays a more important role nowadays and port efficiency has become one of the evaluating standards of port competitiveness. How to determine the operation order of container ship and allocation quantity of handling equipment is now a key way to achieve high efficiency. On the other hand, with the increasing serious problem of climate change, low carbon, energy conservation and emissions reduction have become key issues to be considered in economic development. At present, the International Maritime Organization has circulated the Interim Guidelines on the Methods of Calculation of the Energy Efficiency Design Index for New Ships as international standard, which marks the start of green ship building worldwide. In contrast, due to the immovability of port, its impact to other countries is less obvious, thus green port construction relatively lack internationally binding uniform standards. Along with the accelerating process of container port construction, China’s port automation, informationization and intelligentization has been in world leading position, now it has a considerable technical foundation for considering both energy consumption and handling efficiency.In this context, this paper first introduces the theoretical basis of container terminal scheduling and port energy consumption. In addition, with minimum operation time and minimum energy consumption as objective function, the paper adopts hybrid flow shop idea and constructs a bi-objective integration scheduling optimization model consist of core stevedoring resources, namely quay crane, container trailer and gantry crane, and a hybrid optimization algorithm based on simulated annealing algorithm and genetic algorithm is designed. Finally, empirical analysis of a container terminal is carried out using Matlab software and optimal scheduling scheme is obtained. Results show that the model can achieve port efficiency reduction and operation time and energy consumption result of hybrid optimization algorithm are superior to traditional genetic algorithm.
