In recent years, with the rapid development of electrified railway, the railway electrification transformation project has increased. For example the railway electrification construction which is a middle size company. The railway electrification transformation project has the characteristics of complex organizational relations, diverse and complex construction environment. But carrying on the risk management of construction safety in the process of the railway electrification construction, it benefits the scientific decision, reducing the accident happening possibility.Baoxi railway is the national first grade two electrified railway, the line is full-length 8009 km. Design of transport capacity is 25 pairs of passenger freight one hundred million every year. New street station is the middle of the station on the western front of the station, and K162+650 is the center distance of station. Xinjie station has 6lines(west lie package containing 2 new Towne, line 2), the effective length of 1700 m. As a result of geographical conditions, the line end of the new street station number too little, and the construction of New Street station connection line(joint venture railway and the special line) only by the new station Xi’an end connection. At present, what has connected lines with new Tauern railway, Cha ha mine special line, Xin Ju Yuan special line, the application integration lines with Zhasake Logistics Park special line, Yafeng Logistics Park special line, line to line with quasi group special line, Huineng company dedicated line, Boyuan group special line, St. round company dedicated line, Ulan coal special line and so on, the total design capacity nearly one billion tons. According to the current call iron bureau of transportation organization mode(5000 tons or ten thousand tons of train transportation), that the new street station departure freight train about 50 for a day, plus the design of 25 for passenger cars, new street station hair train 75 on every day. Despite the recent New Street station part line can meet the traffic demand, in the upstream line, and with the future traffic volume increase, the throat passing capacity of New Street station will be a serious shortage, which will become the bottleneck of the local economic and social development, so it is necessary to do advanced planning to solve the congestion problem well about street station.The paper on the basis of summarizing the research achievements of predecessors, according to the new street station of the existing west railway passenger traffic, the current and future transport capacity of road network and the all area of station cohesion as well as its important role in the Bao Xi railway with so much actual situation, the analysis starting with the passenger and cargo traffic of new street area, new street region road network construction and transport capacity of the new street area, the paper puts forward to the solution for the new street station congestion with four aspects, such as the further perfect the management system of the new street station, take full advantage of the new street station existing line equipment;A new station which calling the new east street;New dedicated line scheme and to improve the planning and guided the construction of railway transportation system. And a detailed study for new street station new lines and the new street east station with adopting the method of scheme compare, get the optimal most reasonable solution. Finally the paper evaluated the economic benefits of the new street east station generate from the direct and indirect economic effect, telling the significance to solve the problem of new street station congestion from the stake region and Daqin line Angle hydrophobic coal production and coal and expounded the need of national energy security strategy. At the same time, this also is the need of Ordos city economic development, the need of perfecting the market system of railway transportation, the need of the development of northwestern region rapidly but also the need of promote the great development of western regions, which can provide an important channel for the coal mine and foreign coal sinotrans development, reducing the transportation cost, enhancing the competitiveness of the enterprises in the coal market.
