The power state estimation is the core of the software in power dispatch control center. The data come from the measurement system can not be used reliably by the software because they have the problem of accuracy. The state estimation can improve the validity of the data according to some principles and methods. The article accomplished the software development of the Daqing oil field electricity distribution system. The software includes state estimation and power flow calculation and it is established on Geography Information System (GIS). The combination of the power system analysis software and GIS makes it possible to see that the power analysis function has the characteristic of geographical information.The article did the research and the experiments on traditional WLS method. This method has the disadvantage of high initial estimate value and in actual work it is hard to get convergence. We convert the way of solution on this question and introduce particle swarm algorithm convergence. When we introduce this method, the convergence is proved and the demand of the initial value is declining. This method is applied on IEEE 9 points power system and get ideal result. In power flow calculation, a hidden factory that can influence the speed of the power flow calculation is found and provide the method to avoid it. At last, the software as a whole was built due to Daqing oil field electricity distribution system. The software function includes geographical information、state estimation and power flow calculation.
