The Transponder is the key equipment of the TT&C subsystem of the spacecraft. The telemetry transmitter function is shown as follow : Producing the down link signal; Modulating the down link signal by the TM subcarrier from the Telemetry Unit.Modulating the down link signal by the ranging tone from the TC receiver.The Phase-Modulation circuit is the key circuit of the Transponder, It has two main Functions. One is Modulating the carrier signal by the TM subcarrier from the Telemetry Unit, the other is Modulating the carrier signal by the ranging tone from the TC receiver.This paper aims to introduce high reliable and performance phase-modulator in the wide range of temperature. The electro circuit principle was introduced focusing on phase-modulator’s composing and key technic. This paper comes from a real satellite application requirement.The highly precise temperature controlling and high reliability are the key breakthrough on satellite application. ADS(Advanced Design System) was used to simulate the circuit for optimizing design and improve work efficiency.Testing data was present and phase-modulator’s performance was verified by doing environmental test. All the requirements were meeting and some performance factors reached the congener products’ from overseas.The project made a foundation for further research and provides a way to breakthrough civil astrionics bottleneck.
