With the development of economic, accelerate the pace of urbanization, leading to a rapid growth of motor vehicles, so that people ignore the non-motorized vehicles, and with the adding of electric bicycles as a new thing, the characteristics of non-motorized traffic had changed. And in the design of the width of the lane, the allocation of urban road resources tend to motor vehicles, led to the irrational about the distribution of road resources, and in the old specifications the requirements for non-motorized vehicles, did not take into account the electric bicycles. In this context, this paper first define the method of the non-motorized vehicles road capacity, and investigated the average speed of non-motorized traffic and the corresponding average density, and using the basic relationship of traffic flow three parameters creating a capacity model of non-motorized vehicles, and eventually got different capacity based on the different bike lane width and the different proportion of electric bikes.This paper first give a definition about the non-motorized vehicles road capacity, under a certain conditions of the level of service, the number of vehicles under per unit time through a cross section of a road, and determine the method of the non-motorized vehicles road capacity is found method. And through the investigation of non-motorized traffic, analyse the characteristics of non-motor group, determined the acceptable level of service status is the C-class, and analyzed the group of non-motor speed and density features in the C-class service levels. And depending on the survey data of the average density and average speed of non-motor group under the states of different proportion of electric bicycles and different lane width, using MATLAB get a fitting formula that the proportion of electric bicycles and the bike lane width as the independent variable, the non-motorized vehicles capacity as the dependent variable, and created a capacity model of non-motorized vehicles, finally, depending on the datas of the different width of the bike lane and the different proportions of electric bicycles, calculated the different non-motorized vehicles capacity based on the different width of the bike lane and the different proportions of electric bicycles.This paper made a preliminary exploration of research methods about the capacity of non-motorized vehicles, enriched the theoretical system of non-motorized vehicles capacity with the adding of electric bicycles.
