Jiamusi has favorable geographical location, fertile soil, abundant resource and fitting climate which located in the northeast of the Heilongjiang Province. The area belongs to the Sanjiang plain has become the important grain production and Jiamusi is the most important grain producing area of the Sanjiang plain. However, a lot of unreasonable phenomena existed in the development and utilization of water resources, such as the low level of utilization of surface water development, serious water pollution, a small amount of recycled water, imbalance of water supply and demand and the groundwater overdraft problem has not been fundamentally resolved. These problem has lead to the backward of economic and the reduction of food production, it will seriously affect the ecological environment and sustainable development if left unchecked.Aiming at the problems existed in the sustainable utilization of water resources in Jiamusi, in the studies, the sustainable development was treated as the guiding ideology in order to achieve the sustainable utilization of water resource. The multi-dimensional critical regulation and control theory was applied to the optimal allocation of water resource in Jiamusi and the selection and evaluation of water resources utilization. This study provided a strong basis for the ordered and coordinated development of water resource system.The main jobs and results of the research are as follows.(1) Description of multi-dimensional critical regulation and control of water resources systemAccording to the introduce of the basic concept and their content of the critical cybernetics, ordered principle and synergetics, the water resource system and the various theories were combined. Then the water resource system was analyzed in multi-dimensional and it provided a basis for the optimized allocation of water resources.(2) Evaluation of the economic and environment of water resource.Aiming at the shortcomings of the accounting system and economic indicators at present, the resource and environmental factors must be brought into the accounting system. The concept and calculation method of the cost of water resources depletion, the cost of water environmental degradation and the cost of water environmental protection were described in this study. Linear programming models are built to calculate and analyze the value of water resource of Jiamusi combined with the water use conditions. The method was applied to the economic accounting of Jiamusi for the first time to evaluate the negative effect on the environment by calculating and analyzing water consumption process. At the same time, the approach prefect the research on value account in the system of integrated environmental and economic accounting.(3) The study on the threshold of multi-dimensional critical regulation and control indicatorsThrough multi-dimensional analysis of the water resource system of Jiamusi, the multi-dimensional critical regulate and control indicator system was established. The indicator system can more comprehensively reflect the characteristics of water resource in Jiamusi. Upon the indicator system, the multi-dimensional critical regulation and control water use model was built by the application of multi-dimensional critical regulation and control theory. The model was used to analyze the relationships between resource dimension, social dimension, environmental dimension, ecological dimension and economic dimension by the multi-objective decision-making techniques. Economic efficiency was treated as the yardstick to analyze the exchange among various indicators. The process provided a basis for setting thresholds and overcome the problem that different indicators under different measures can not be analyzed directly.(4) Setting up the plan of multi-dimensional critical regulation and controlBased on the regulatory objectives and criteria, other five indicators were chosen as the respective indicators. Combined with the analysis of the future on economic trend and water resource condition in Jiamusi, the plans of order parameter were set up based on the threshold and ideal point of order parameter. The choosing of assistance indicators let the multi-dimensional critical regulation and control more comprehensive, and it benefits the ordered evolution of water resource system.. The process optimized the plan, making up the shortage that water resource system as a whole and each dimensional subsystem can not be determined whether in order.(5) Selecting and analyzing the plan of multi-dimensional critical regulation and controlThe order degree was applied to measure the degree of ordering of subsystems of five dimensions, it reflect the orderliness of each order parameter and subsystem. The plans would be excluded which its order degree was less than 0 or more than 1 based on the calculation on the order degree and the order degree entropy, then the effective plans can be achieved. Finally, the plan with the least order degree entropy was chosen as the best control plan. The evaluation results were clear and easy to understand and it proved the feasibility and applicability of the model. The method combined with multi-objective and multi-level attribute of water resource subtly, fully considering the degree of coordination of each subsystem and the each order parameter of subsystem, it contributed to the sustainable development of water resource system.
