With the development of the power system toward the smart grid, more and more new elements will emerge, such as clean energy, electric vehicles, etc. As a result, there will be new scenes and questions in the power system and traditional grid’s dispatch simulation system will be incompetent because of its lack of flexibility and openness. In addition, more and more non-electrical elements such as meteorological elements and people’s daily habits will have an affection on the operation of the power grid Traditional dispatch simulation system doesn’t possess the interface to simulate the non-electrical elements and can’t simulate the non-electrical elements’ affection on operation of power grid. At the same time, traditional dispatch simulation system’s calculation engine is giant and redundant and function modules couple with each other highly. This kind of centralized computing engine can’t adapt to the present advanced computing models, such as distributed computing, cloud computing, etc. Therefore, this paper designed a more open and flexible dispatch simulation system based on PSS/E.First of all, design the framework of the dispatch simulation system. The framework includes three layers:object layer, interface function layer and user’s graphical layer. The object layer supplies the underlying data and the object of power grid model. Interface function layer is composed of abundant interface functions, which can be written down by yourself or supplied by the third application program. We can do some special simulations by calling the interface functions. In addition, this paper also demonstrates that calculation engines based on the interface functions would be more open and flexible. The user’s graphical layer, as also named human-computer interaction interface, is mainly responsible for information’s display and parameter’s input.Secondly, based on the analysis of the openness of PSS/E, this paper determines the concrete method to build the dispatch simulation system’s framework. As for the object layer, it could be built by PSS/E’s basic data files and Python’s object-oriented properties. As for interface function layer, it implemented the power grid’s simulation in a way of Python’s script, which executed the calculation by calling interface functions supplied by PSS/E. As for user’s graphical layer, it was programmed by the PyQt kit. The user’s graphical interface would include the transformer station’s primary connection interface, electromechanical transient simulation’s parameter setting interface, etc.Last, we completed the whole dispatch simulation system. The steady state simulation and electromechanical transient simulation were realized in the system. And the paper introduced briefly the flow diagrams and the program scripts of the two simulations. Then, the paper took two examples for the dispatch simulation system’s application. Example 1 showed that the dispatch simulation system could simulate the meteorological factor’s affection on the power grid by calling the interface functions supplied by the meteorological data sharing platform, which proved that the dispatch simulation system could take full advantage of the third platform and possessed strong expansibility. Example 2 showed that the dispatch simulation system built and simulated the scene that the gale weather affected the power grid by applying the lines dancing model, which proved that the dispatch simulation system possessed well openness and flexibility, and could cope with the various simulation of future power grid.In paper, the dispatch simulation system based on the openness framework, not only can complete the power grid’s simulation but also realize the more flexible script engine applying the interface functions supplied by PSS/E. It makes the dispatch simulation system more expansive, more open and more flexible than traditional dispatch simulation system, which is a good inspiration of building dispatch simulation system for the future smart grid.
