Water is both a basic natural resource and strategic economic resources, it is the controlling factor in the ecological environment, and it is the material basis and the support conditions for the sustainable development of human society. Coastal area is the core of the economic development in Shan Dong province. Due to the growth of population, per capital water consumption, the expansion of production and the evolution of the urbanization and the mistake cognition and behavior of human in the water resources development, coastal regions is approaching or has exceeded the bearing limit of natural water resources, water resources shortage and water environmental damage has become a bottleneck for restricting the development of coastal areas. As the three red line tough water management measures promoting and implementing, the development and utilization of water resources and water resources scheduling must be strengthen monitoring and management. The scientific management of water resources contributes to the balance of social economic system and the water resources capacity. "Three line" is the core and concrete of the most strict water resources management system,it is also the Concrete expression of sustainable utilization of water resources and thought in harmonious relationship between human, it does not only point out the direction for the practice of water resources management, but also establish the focus.In this paper, based on reading amount of literature and concluding the results, the theory and methods of optimal allocation of water resource is studied, and the corresponding configuration method of water resources allocation whose the scheduling period is a year or several years is put forward, and applied to Jiaonan and Rushan city respectively, which has guiding significance for the rational development and scheduling of water resources.The main contents are as follows:(1) Introduction. This chapter elaborates the background and significance of the paper, analyzing the research progress both at home and abroad of optimize allocation of water resources, pointing out the main content, main research methods and technical route.(2) Study areas overview. This chapter introduces the general situation of Rushan and Jiaonan city from natural geography, hydrology and meteorology, social economy, river system and water conservancy projects.(3) The research of water resources optimal allocation model Based on "three red line". Water resources optimal allocation model with "three red line" is established in Coastal area, and solving method is given.(4) The research of water resources optimal allocation plan Based on "three red line". This chapter set out the set of water resources optimal allocation plan which is consists of different configuration parameters which include available water at the beginning of the period, precipitation in period and available water at the end of the period for a year and ages.(5) The research of water resources optimal allocation in urban area of Jiaonan city. This chapter investigates and analyzes the source of water supply(Tie Shan and Dou yazi reservoirs, Feng He groundwater source field) and the current situation of water conveyance in city. Water resources optimal allocation model of Jiao Nan city is established Based on available water at the beginning of the period, precipitation in period and available water at the end of the period which is known, and Dynamic programming is given.(6) The research of water resources optimal allocation plan in Jiao Nan city. This chapter makes program of the water resources optimal allocation in Jiaonan city. And using Dynamic programming to solve the program, and getting the optimized consequence.(7) The research of water resources optimal allocation in urban area of Rushan city(Long Jiaoshan reservoir). This chapter established Water resources optimal allocation model of Rushan city(Long Jiaoshan reservoir) Based on "three red line".(8) The research of water resources optimal allocation plan in Ru Shan city(Long Jiaoshan reservoir). This chapter makes program of the water resources optimal allocation in Ru Shan city. And using Dynamic programming to solve the program, and getting the optimized consequence.(9) Conclusions and suggestions. This chapter summaries some main conclusions of this paper, and puts forward some Suggestions for the study of water resources optimal allocation model and plan.
