Water resources are the fundamentally key resources that guarantee China’s economic and social development. At present, China is not only the most arid countries,but also is one of the most desperate for water usage in the world. With the rapid development of China’s economy, available amount and demand for water resources shows a rapid growth.however, a series of water problems have gradually become vital factors that affect sustainable development for china’s economy and society. In recent years, decoupling theory and its analytic methods have been broadly applied to the environmental science field, providing a new perspective and approach to the study of relationship between economical development and water usage. How to deal with the relationship and achieve coordinated development between water use and economic development is a important practical problems that our country the present stage must face and resolve.In recent years, decoupling theory and its analytic methods have been broadly applied to the environmental science field, providing a new perspective and approach to the study of relationship between economical development and water usage.Based on China’s water utilization and economical growth situation, applying for decoupling theory and Tapio elastic analysis method, which is widely used in decoupling analytic methods, this paper conducted a research on the relationship between China’s economical growth and water utilization. Through the study in different scales and levels, we analyzed and summarized the changing trends and specific layout on the relationship between China’s economical growth and water utilization, furthermore, we also conducted a comprehensive comparison and analytic research from two aspects:time and space. Study shows that:China’s economical growth and water utilization as a whole showed a weak decoupling relationship status, the decoupling relationship in industrial production and industrial water is prior to those in agriculture;The decoupling relationship of China’s six regional have an obvious changes in recent 10 years.In addition, LMDI model is applied in this study to make a factor Decomposition Analysis on the main factors that affect China’s water utilization, Results shows that the main promotion factor affecting China’s water amount is economical development, however, industrial structure and water use efficiency play a obvious restriction effect to water utilization. The influence to water resources for water use efficiency is slightly stronger than industrial structure. The analytic results of water utilization effect are consistent with decoupling relationship. When the comprehensive effect is stronger, the decoupling relationship between China’s economical growth and water utilization become weaker, also the reverse is true. In the end, this paper proposed some related suggestion and advice from the perspective how to achieve a stable economical growth.
