For the balance of power energy and unbalanced load demand distribution, China will optimize the allocation of the regional power grid interconnection in order to achieve the national electric power resources. The regional power grid interconnection of electric power production and operation put forward higher requirements, the frequency as the power quality index, regional grid safe and stable operation of great significance.Frequency management of power grid in China by using the second generation evaluation standard based on the CPS standard, is a mixture of all kinds of means to control the performance evaluation of frequency response, can’t accurately evaluate the performance of primary frequency modulation control area. Safety of primary frequency related electric power production, and an frequency response in China for free services, leading to a modulation function in some areas of our atresia, and it is difficult to use the existing evaluation standard. As the grid frequency control means to continuously improve the frequency stability, but worse results. However, the whole region is difficult to control active power output statistics, so one can’t simply apply the existing frequency response evaluation for generator primary frequency monitoring method. Therefore, to make evaluation to primary frequency control regional standards.Facing the above question, this article from the dynamic process of the primary frequency of a frequency analysis, physical process, and the dynamic frequency characteristic coefficient can reflect actual performance of primary frequency control area. Because the system dynamic frequency characteristic coefficient is difficult to obtain, according to the analysis of the physical meaning of area control error, and puts forward the concept of dynamic ACE. Through theoretical derivation, the fluctuation process of dynamic ACE contains a frequency action process, can reflect the output of a frequency region.Because of the non-analytical primary frequency modulation control process of region, this correlation output and dynamic ACE on a regional frequency response analyzed by simulation. Based on the position of different disturbing amplitude, interconnected primary frequency control ability and evaluation simulation change area primary frequency control ability analysis, change evaluation area primary frequency control ability of the decision output of primary frequency region, and a different region can be output by the frequency response reflected dynamic ACE. Accordingly, this paper further puts forward the primary frequency control ability and the weighted integral weighted integral power ACE synthesis reaction, and obtains the weighted integral consumption for weighted integral ACE two monotonically decreasing function of interval. Then the disturbance area and the same size, a regional output frequency response better the weighted integral ACE is small, on the other hand, a regional power frequency response worse the more the weighted integral ACE.Based on the simulation results, this thesis proposed a new frequency response regional evaluation standards, through the establishment of standard evaluation model system of control area, ratio of real disturbance data and the standard model, the area of all generators is involved in a planned fm. Through the evaluation of different models of primary frequency control ability, the evaluation is evaluation of regional structure and units involved in the primary frequency control, verified the feasibility and validity of the new standard.
