With the development of economy, shipping industry needs more and more crew, leading some owners and crew to buy fake sailors certificate of competency through illegal channels as opportunistic and regardless of the security to cope with the raid of the maritime administrative department in pursuit of current interest. At the same time, it generates some phenomena, such as the crew certificate of competency being lent to others, the crew certificate of competency failure, manning of the ship being lack, etc. Even the crew himself accepts the inspection during on-site inspection, then he is substituted by no qualified personnel after ship being out of the port. All these conditions above severely disrupted the crew management order, brought great potential safety hazard to water transportation, and caused all kinds of gruesome accident and an immeasurable loss. At present, the sailors certificates of competency is confirmed manually, and the personnel of the maritime administrative department board to inspect just during the period of shipping port. It is easy to produce wrong judgment or unable to determine the authenticity of the certificates for on-site inspection personnel, when they compare and check the crew and photos just by the naked eye, because these sailors certificates of competency have been used for a long time. At this time, the on-site inspection personnel can only verify their reality by fax, phone or 3G/ 4G to the issuing authority, leading the inspection way being time-consuming, laborious and inefficient.In order to monitor the sailors certificate of competency effectively, establish an effective remote inspection system of sailors certificates, and ensure the progress of the maritime management, this paper has designed a remote examination system of the sailors certificates based on AIS and analyzed the overall framework and each component of the system, by using advanced communication technology, computer network technology, radio frequency identification technology, fingerprint identification technology, etc. First, this paper mainly studies the implementation scheme of the software and hardware of the remote inspection terminal of the sailors certificate, in which the hardware design part includes single chip microcomputer control circuit, the radio frequency identification module, fingerprint identification module interface circuit, LCD interface circuit and MCU interface circuit, alarm prompt circuit, power supply module and communication interface circuit, and the software design part includes function program of the RFID module and fingerprint recognition module, LCD procedures and AIS communication; second, it focuses on the communication part of the system, including communication scheme of the system, format definition and parsing of the AIS message 6, and so on; finally, it conducts the simulation test for the telecommunication of the shore-based maritime management department and the ships. Test results show that the remote inspection system of sailors certificate based on AIS can achieve ship-to-shore communication, quickly respond to the remote request, and provide inspection results to the management department, to achieve the desired effect.The remote inspection system of sailors certificate based on AIS supports the remote inspection to the identity of crew, improve the management level and the enforcement of the maritime sector effectively. Through strengthening the effective management to the crew, it will ensure the safety of navigation of the ship and protect the Marine environment.
